I have walked the streets of Santa Marta and have never had a problem with stray animals, there are no dog catchers, many dogs live on the streets and live a good dog life, the dogs are fine on the streets and do no one harm and they are interesting to observe living their independent lives.

Modern times have brought with it a hay day for pencil pushers, lawyers and lawmakers, always quick to add more restrictions to your already overcomplicated life, in Santa Marta things get less complicated, it all just makes more sense.

This is what you call a real Caribbean swim without all of the restrictions, there are many miles of beaches that say welcome to you and your pet and would even be welcome at the beach parties going on at night.
